If you're trying to run Skyrim outside of MO2, try re-booting and see if this fixes your problem. In this case adding an exception in your security-software allowing usvfs_proxy_圆4.exe to run can be a possible fix. If you're using MO2 to start Skyrim or SKSE64 this can mean your security-software is treating MO2 as a virus and is blocking access. For some reason I to get the '3:0000065432' error whenever I've tried to start it up.
